Fall in Connecticut, Time to Button up the House.

Fall in Connecticut, Time to Button up the House.

Blower Door Test

Fall is in Connecticut and it is time to button up the house, fix those drafty door, seal the windows, make sure the heating system is operating properly, inspect attic insulation. The great thing is that for $75 you can have this done for you by the Home Energy Solution (HES) program in Connecticut.

The HES progam is administered by utility companies, and Connecticut’s Energy Efficiency programs are funded by a charge on customers of CL&P and UI electric bills. There are only 18 approved vendors who can do the HES program in CL&P territories. The Connecticut Energy Efficiency Fund is not a “state administered” program. The Connecticut Home Energy Solution, HES, is still available for Connecticut home owners for a short time. The program is designed to test homes and save energy.

This involves a HES energy technician, that is certified by the Building Performance Institute (BPI), who will visit your home and perform an energy efficiency assessment  (I have been corrected, ask and make sure the visiting technician is BPI certified).   This includes a walk through inspection of the home, and then the technician will perform a door blower test to determine air leakage of the house.  Air Sealing and Weather stripping will be done afterwards to stop major air leaks.

Also included in the program are incandescent bulb replacements to new energy efficient compact fluorescent bulbs (CFLs). Appliance inspections and their efficiency levels are checked and they will offer rebates for ENERGY STAR ® appliances. If you have duct work they will also inspect and test the ducts for air flow, performance and air leakage. Low flow shower heads will be installed, along with faucet aerators, to assist with water conservation.

Insulation Evaluation will be done and if needed a recommendation of insulation upgrades will be made. With this program there are rebates and discount loans available for additional and new insulation.

If you are planning or were thinking about doing any larger “home energy efficiency” improvements you are now able to apply for an unsecured loan through AFC First and sponsored by the Connecticut Energy Efficiency Fund.  The rates for these loans are subsidized by Energy Efficiency Fund CEEF:

                                          $2,500 to $6,999 for 2.99%

                                                    $7,000 to $20,000 for 0.00%

The loan is unsecured and there is a quick and easy process with terms of up to 10 years.

The purpose of the loans is to help customers make the energy improvements recommended by the HES technicians.

For complete details go to www.CTenergyLoan.com

There are many companies in Connecticut that provide this service. You can call 877-WISE-USE to get a certified HES program contractor in your area.

I used New England Smart Energy located in Fairfield County, Ct., and they service the entire state of Connecticut and did an excellent job on my house. For further information  on New England Smart Energy visit  http://www.ne-smartenergy.com/HES.php

Or the Ct. energy info website at   http://www.ctenergyinfo.com/dpuc_home_energy_solutions.htm

The cost of the HES program to CL&P and UI electric customers is only a $75 co-pay, call 877-WISE-USE for all details of program.

To see all the programs and rebates available, and for more details about the Home Energy Solutions program visit  ~  http://www.cl-p.com/Home/SaveEnergy/Rebates.aspx

There are also programs for small and large businesses who want to get Connecticut Energy Efficiency Fund incentive dollars and expertise:  http://www.cl-p.com/Business/SaveEnergy/default.aspx

GREEN BUILD HOME RATING SYSTEMS ~ 2010.

GREEN BUILD HOME RATING SYSTEMS ~ 2010.

There are many rating systems and organizations for Green Building. Here in Fairfield County Connecticut I have seen three of them in use:-

•·         Energy Star for Homes.

•·         National Green Building Standard (NGBS)

•·         LEED for Homes

Each one of these systems is voluntary and is used to give an architect, builder and homeowner a rating system for evaluation their investment, to help design and set priorities of the project. All three rating systems need to be initiated before the project starts, active during the project and final rating at completion of project.

Energy Star for Homes.

These homes focus on energy efficiency and cost and meet strict guidelines set by the US Environmental Protection Agency(EPA). These homes are at least 15% more energy efficient than homes built to 2004 International Residential Code (in 2011 requirement will be 20%) and tend to be 20-20 % more efficient than standard homes. It is based on a 100 point index with lower the number the better the score, minimum qualifying score is 85. While the program is free, you will need to hire a HER’s rater to evaluate the home and the builder will need to become an Energy Star Partner.

National Green Building Standard (NGBS)

The NGBS is the first residential green building rating system to undergo the full consensus process and receive the American National Standards Institute (ANSI) approval in 2009. The National Association of Home Builders and their local state chapters offer a certification process to determine the level of green the project has achieved. There are up to 1000 points to earn with four levels of certification; Bronze, Silver, Gold and Emerald. The cost for this program certification is for members $200 and non-members $500, many of your local builders and architects are members of the NAHB local state chapters. The other cost is hiring the independent third party Green Verifier, trained to the NGBS. These costs can vary since each Green Verifier is not employed by the HAHB.

LEED for Homes.

This program is overseen by the United States Green Build Council(USGBC), a consensus nonprofit organization providing Leadership in Energy and Environmental Design (LEED).  USGBC is an international organization that provides different rating systems for Residential Homes, Multifamily homes, apartments and all types of Commercial construction.

LEED for homes requires the project to hire a third party rater called the LEED Home Provider. They will do all the paperwork for the project and help plan the project. They in turn have a LEED Rater who will come out and evaluate your project during construction. Total points available is 136 for a project with four certification levels; Certified, Silver, Gold and Platinum.  Costs incurred registration members $150, non-members $225; certification fees members $225, non-members $300. Plus the cost of the Home Provider an independent party approved by the USGBC, there are currently 3 Providers for Connecticut.

To learn more on Home Green Rating Systems go to Linda Reeder, AIA, new book “Guide to Green Building Rating Systems” now available. This book helps explain the difference further in rating systems both in residential and commercial applications.
