 Connecticut Home Efficiency Loan Program.

 

The Connecticut Energy Efficiency Fund is offering financing to Connecticut Light and Power and United Illuminating customers who own and occupy a single family, duplex or vacation home. You can borrow between $2,500 to $20,000 for qualifying improvements provided by an approved contractor.  This program ties in with the Connecticut Energy Efficiency Fund’s Home Energy Solution Program.           This program is designed to encourage comprehensive retrofits, which means reducing heat loss through measures like air sealing, insulation and sealing air ducts, as well as upgrading heating and cooling systems.  If you undertake a comprehensive project you can get 0% interest for loans between $7000 and $20,000 or 2.99% for loans between $2500 and $6999.

If you do single measures, like insulation, hot water heating, air sealing, duct sealing or replace heating and cooling equipment, the interest rate is 2.99% for loans between $2,500 to $20,000

To get started you need to:-

1.   Have a Home Energy Solutions in-home assessment performed which will help you determine which additional measures you need and also provide rebates for insulation and appliances. Connecticut Property Tax Mill Rates.                                                                   July 2010.

The property tax rate is expressed in mills or thousandths of a dollar. A tax rate (mill rate) of 11.74 mills is equivalent to $11.74 of taxes per $1,000 of assessed value. In Connecticut the property assessment is equal to 70% of the fair market value of the property as established by the municipal Assessor. Each town sets its own mill rate; some municipalities have different mill rates for different districts within that town. Assessment dates for property on the Grand List must be assessed by October 1^st of the preceding year. So for property taxes due July 1^st, 2010 and January 1, 2011 are determined from assessments computed by the town assessor prior to October 1, 2009. Typically the majority of Connecticut towns, real property taxes are payable for the current tax year on July 1^st and January 1^st, this is the same as the state’s fiscal year. But in some towns payments are made quarterly so check with town hall first.

Home Energy Solutions (HES) program in Connecticut.

 The HES program is administered by utility companies, and Connecticut’s Energy Efficiency programs are funded by a charge on customers of CL&P and UI electric bills. There are only 18 approved vendors who can do the HES program in CL&P territories. The Connecticut Energy Efficiency Fund is not a “state administered” program. The Connecticut Home Energy Solution, HES, is still available for Connecticut home owners for a short time. The program is designed to test homes and save energy.

This involves a HES energy technician, that is certified by the Building Performance Institute (BPI), who will visit your home and perform an energy efficiency assessment.  This includes a walk through inspection of the home, and then the technician will perform a door blower test to determine air leakage of the house.  Air Sealing and Weather stripping will be done afterwards to stop major air leaks.  

Also included in the program are incandescent bulb replacements to new energy efficient compact fluorescent bulbs (CFLs). Appliance inspections and their efficiency levels are checked and they will offer rebates for ENERGY STAR ® appliances. If you have duct work they will also inspect and test the ducts for air flow, performance and air leakage. Low flow shower heads will be installed, along with faucet aerators, to assist with water conservation.

Insulation Evaluation will be done and if needed a recommendation of insulation upgrades will be made. With this program there are rebates and discount loans available for additional and new insulation.

If you are planning or were thinking about doing any larger “home energy efficiency” improvements you are now able to apply for an unsecured loan through AFC First and sponsored by the Connecticut Energy Efficiency Fund.  The rates for these loans are subsidized by Energy Efficiency Fund CEEF:

                                          $2,500 to $6,999 for 2.99%

                                                    $7,000 to $20,000 for 0.00% 

The loan is unsecured and there is a quick and easy process with terms of up to 10 years.  

The purpose of the loans is to help customers make the energy improvements recommended by the HES technicians.
